Le président Barack Obama a défendu, mercredi 18 janvier, lors de sa dernière conférence de presse, sa décision d’écourter la période d’emprisonnement de l’analyste militaire Bradley Manning. Transsexuelle, devenue entretemps Chelsea Manning, celle-ci purgeait une peine de 35 ans d’emprisonnement pour remise de documents américains classés à WikiLeaks.
« En ce qui concerne Chelsea Manning, j’ai étudié les détails de cette affaire, comme pour les autres. J’ai compris, à la lumière de toutes les circonstances du dossier, qu’une réduction de sa peine était tout à fait appropriée », a déclaré M. Obama.
Madame Manning avait été reconnue coupable, en août 2013, d’espionnage et d’autres infractions, après avoir admis à la fuite de 700 000 documents militaires et diplomatiques « sensibles ». Les documents divulgués par Manning comprenaient, notamment, des documents sur les morts de civils pendant la guerre d’Afghanistan et une vidéo d’une bavure américaine lors du raid aérien du 12 juillet 2007 sur Bagdad, pendant la guerre d’Irak. À son procès, Chelsea Manning avait plaidé coupable. Elle était depuis détenue dans une prison pour hommes, parfois en isolement cellulaire, et avait tenté de se suicider à deux reprises.
Le soldat Manning a été proposé par son cercle de soutiens comme le prochain prix Nobel de la paix. Selon eux, les révélations de Manning ont contribué au retrait des troupes américaines en Irak, en révélant notamment le scandale des tortures perpétrées par les troupes américaines à la prison d’Abou Ghraib et les programmes de meurtres par drones.
Dès le lendemain de sa condamnation, Manning avait déclaré être transgenre et avait entamé des démarches pour changer d’identité et prendre le prénom de Chelsea.
Le 23 avril 2014, la justice américaine a reconnu le changement de nom de Manning, qui s’appelle désormais officiellement Chelsea Elizabeth Manning. Elle est toutefois encore légalement considérée comme un homme. En février 2015, l’armée autorise Manning à entamer un traitement hormonal. Le mois suivant, la Cour d’appel de l’armée américaine autorise Chelsea Manning à être désignée en tant que femme.

Selon le New-York Times, cette grace présidentielle soulage plutôt l’administration militaire américaine, qui n’ aura plus à gérer la transsexuelle Chelsea Elizabeth Manning
