Téhéran est de plus en plus confronté au spectacle attristant de la mendicité. Les marginaux dorment dans les tombes abandonnées des cimetières. Les femmes revendent de la drogue ou se prostituent pour en acheter.
Siavash Shahrivar, chef du Département des affaires sociales et culturelles de Téhéran, a proposé que les travailleuses du sexe et les toxicomanes sans abri de Téhéran soient sensibilisés à la stérilisation afin de prévenir les dommages qu’ils causent à la société. Excluant une action par la force, le responsable a expliqué que si une travailleuse du sexe est malade et n’a pas endroit pour dormir, elle doit comprendre qu’il vaut mieux pour elle être stérilisée. « Plus de 20 % de ces individus ont le sida et ils propagent d’autres maladies », a affirmé M. Shahrivar à l’agence de presse ILNA.
M. Shahrivar a exprimé ses inquiétudes sur le spectacle navrant qu’offrent ces marginaux et sur le sort de leurs enfants qui sont souvent vendus et se retrouvent à faire la mendicité dans les rues.
Les déclarations de M. Shahrivar ont provoqué de nombreuses protestations en Iran, certains les assimilant aux campagnes d’éradication des marginaux par les Nazis durant la Seconde Guerre mondiale.
