À Plekhanovo, ville industrielle située à deux cents kilomètres au sud de Moscou, dans l’oblast de Toula, ont éclaté des heurts entre un groupe de Roms et la police. Les Roms avaient tenté de dévier des conduites de gaz de la localité pour alimenter leurs propres habitations. Lorsque des employés de la compagnie de gaz voulurent couper la connexion faite illégalement et mettre fin à ces actes de vandalisme, une dispute a dégénéré en un affrontement avec la police.
