En 1931, la presse syndicale de la CGT ou de la CGT-U (communiste) lance une campagne d’opinion contre « les étrangers qui volent le travail des Français » suivie par une proposition de loi de la SFIO de Roger Salengro, déposée en août 1931, « tendant à la protection de la main-d’œuvre nationale », dont le premier article prévoit d’interdire durant une période limitée l’entrée des étrangers en France. L’article 2 prévoit de fixer un seuil maximal de 10 % de travailleurs étrangers dans les entreprises. La proposition loi prévoit des amendes pour les patrons contrevenants. Cette proposition de loi socialiste ne sera pas adoptée.
Mais le 10 août 1932, une autre loi destinée à protéger la main d’œuvre nationale est votée, à l’initiative du gouvernement de Edouard Herriot (groupe Républicain radical et radical-socialiste). Cette loi Herriot est en définitive beaucoup plus immigrationniste que le projet Salengro (sauf pour le secteur public où la proportion des travailleurs étrangers ne peut dépasser 5 %).
La présence croissante d’étrangers en France ne cesse de susciter l’inquiétude. En février 1935, les étudiants en médecine manifestent « contre l’invasion métèque » devant les facultés de médecine. D’autres étudiants suivent et manifestent contre « l’envahissement des étrangers « . Parmi ces manifestants figure un certain François Mitterrand.
Le 14 avril 1937, sous le gouvernement de Front populaire, Marx Dormoy, ministre de l’intérieur socialiste du gouvernement Blum, donne instruction aux préfets de « refouler impitoyablement tout étranger qui cherchera à s’introduire sans passeport ou titre de voyage valable ».
La loi de protection de la main d’œuvre nationale est abrogée en 1981 par François Mitterrand, celui-là même qui manifestait en 1935 contre « l’envahissement des étrangers « , car considérée contraire aux traités européens signés par la France.
