Après avoir présenté, le 3 avril, ses mesures contre l’immigration illégale, Vladimir a surpris l’opinion publique mondiale en annonçant hier la création d’une garde nationale. Elle aura vocation à lutter contre le terrorisme, le crime organisé et le trafic de stupéfiants sur le territoire russe. Mais elle devra également faire respecter les lois régissant l’immigration de travail, bien que cela relève de la sphère civile.
« Nous avons pris la décision de créer un nouvel organisme exécutif dépendant du ministère de l’Intérieur, à savoir la garde nationale, qui luttera contre le terrorisme, le crime organisé. En plus de ses fonctions, elle assumera celles des unités de police anti-émeute, des unités d’élite », a déclaré Vladimir Poutine. Il a également insisté sur l’autonomie accordée à cette nouvelle structure, dont la création sera entérinée par une loi fédérale afin d’éviter tout litige pouvant gêner le travail de cette unité.
