Les conseils qu’un pays donne à ses ressortissants quant aux risques encourus à voyager dans tel ou tel pays donne une indication sur sa politique étrangère, sur ses ennemis potentiels mais aussi sur le degré de confiance dans ses alliés. Le gouvernement américain a classé les pays du monde en quatre catégories :

Notons les différences de perception entre les Etats-Unis et le Canada pour des pays comme Cuba ou l’Iran et bien entendu la Russie. Notons aussi que le Canada est plus circonspect sur les réalités en Afrique et en Asie, notamment chez des alliés états-uniens (émirats du Golfe, Asie du sud-est). La France paie les sanglants attentats qui s’y sont déroulés et les conseils de nos amis d’outre-Atlantique prêtent à sourire quand ils considèrent la Guyane plus sûre que la métropole…
