L’Union européenne a débloqué 250 millions d’aide non remboursable à l’Ukraine destinés à soutenir les nouvelles autorités de ce pays et à encourager les réformes, a annoncé vendredi la représentation de l’UE à Kiev.
« L’UE a débloqué 250 millions d’euros d’aide non remboursable à l’Ukraine. Il s’agit de la première tranche prévue par le contrat d’appui à la consolidation de l’Etat (355 millions d’euros) et signé le 13 mai par Kiev et Bruxelles. Selon l’UE, le versement de cette tranche est devenu possible suite à la réalisation par l’Ukraine « de quatre conditions de base (politique d’Etat, stabilité macroéconomique, gestion des finances publiques et transparence budgétaire) »,a indiqué la représentation de l’UE dans un communiqué.
La deuxième tranche de 105 millions d’euros au maximum serait envisageable au deuxième trimestre de 2015 en fonction des progrès enregistrés par Kiev en matière de lutte contre la corruption, d’accès à l’information, de réforme de la fonction publique, de gestion des finances publiques, de réforme constitutionnelle et de législation électorale.
Le plan d’aide est bien plus vaste s’élevant au total à quelques 11 milliards d’euros. L’UE avait déjà versé 100 millions d’euros à l’Ukraine mi-mai. Le programme d’aide de la Commission comprend notamment 1,6 milliard d’euros de prêts dans le cadre de l’aide macroéconomique, 1,4 milliard de dons et 3 milliards provenant de la Banque européenne d’investissement (BEI).
