Le 23 octobre, le PDG d’Apple Timothy « Tim » Donald Cook est reçu aujourd’hui par le chef d’Etat français Emmunel Macron. Les deux hommes devraient aborder, entre autres, le thème de la fiscalité et de la relation du géant de la tech avec les PME françaises si on en croit le secrétaire d’État auprès du ministre de l’Économie et des finances de la France, Mounir Mahjoubi. Le projet européen de taxation des géants du numérique défendu par la France est un sujet qui divise actuellement l’Europe : l’Allemagne s’y est montrée récemment plus frileuse et des pays comme l’Irlande ou la République tchèque y sont fermement opposés.
En effet, les multinationales, et principalement celles qu’on appelle les GAFAM (Google, Apple, Facebook, Amazon et Microsoft) ne s’acquittent en moyenne que de 9 % d’impôts sur les sociétés dans l’UE, contre 23 % pour le reste de l’économie, en grande partie grâce à des opérations d’optimisation fiscale. Dans son ouvrage France, les véritables enjeux, Thierry Gobet rappelle qu’en France, les multinationales ne paient que 8 % d’impôts sur les sociétés contre 40 % pour les PME.
D’après la dernière étude de l’Institut sur la fiscalité et la politique économique, les 30 plus grandes entreprises américaines détenaient quelques 1 765 milliards de dollars dans des paradis fiscaux en 2016. Voici le « Top 10 » des détenteurs d’argent offshore dissimulés dans les paradis fiscaux :
1 – Apple (informatique) ; 246 milliards de $
2 – Pfizer (pharmaceutique) : 199 milliards de $
3 – Microsoft (informatique) : 142 milliards de $
4 – General Electric (cartel omni-produits) : 82 milliards de $
5 – IBM (informatique) : 71 milliards de $
6 – Johnson & Johnson (pharmaceutique) : 66 milliards de $
7 – Cisco (informatique) : 66 milliards de $
8 – Merck (pharmaceutique) : 63 milliards de $
9 – Google (internet) : 61 milliards de $
10 – Exxon (pétrole) : 54 milliards de $
