Encore une carte montrant que les clichés se fondent généralement sur une réalité. Le bilan migratoire des pays d’Europe et du proche voisinage corrobore en effet les ressentis que l’on a, avec quelque nuances (qui pensait que le solde migratoire de la Belarus était excédentaire ?). On peut diviser les pays en neuf strates selon le solde migratoire (immigrés moins émigrés), selon les dernières données du World Factbook de la CIA publiées le 16 janvier 2018 :

Pays au solde migratoire positif :

• Accroissement de plus de 0,6 % : Luxembourg (+ 1,55 %), Chypre (+ 0,87), Espagne (+ 0,78), San Marin (+ 0,75), Ile de Man (+ 0,6)
• Accroissement de plus de 0,4 % : Norvège (+ 0,59), Monaco (+ 0,57), Belgique (+ 0,54) ; Suède (+ 0,53), Liechtenstein (+ 0,5), Autriche (+ 0,48), Suisse (+ 0,47), Irlande (+ 0,4), Islande (+ 0,4).
• Accroissement de plus de 0,2 % : Italie (+ 0,37), Jersey (+ 0,32), Finlande (+ 0,29), Portugal (+0,25), Royaume-Uni (+ 0,25), Tchéquie (+ 0,23), Grèce (+0,23), Guernesey (+ 0,22), Danemark (+ 0,21), Malte (+ 0,2)
• Accroissement de moins de 0,2 % : Pays-Bas (+ 0,19), Russie (+ 0,17), Allemagne (+ 0,15), Hongrie (+ 0,13), France (+ 0,11), Bélarus (+ 0,07), Slovénie (+ 0,04), Slovaquie (+ 0,01)

Pays au solde équilibré :  Azerbaïdjan, Iles Féroé, Serbie, Ukraine, Andorre

Pays au solde migratoire négatif :

• Diminution de moins de 0,2 % : Roumanie (- 0,02), Bulgarie (- 0,03), Pologne (- 0,04), Bosnie-Herzégovine (- 0,04), Macédoine (- 0,05), Géorgie (- 0,16), Croatie (- 0,17).
• Diminution de plus de 0,2 % : Estonie (- 0,32), Gibraltar (- 0,33), Albanie (- 0,33).
• Diminution de plus de 0,4 % : Arménie (- 0,57)
• Diminution de plus de 0,6 % : Groenland (- 0,6), Lettonie (- 0,61), Lituanie (- 0,61), Moldavie (- 0,94).

La tendance des pays par rapport au rapport du 1^er janvier 2017 est variable (le chiffre correspond à celui du 1^er janvier 2018 soustrait de celui du 1^er janvier 2017) :

• Intensification de l’accroissement : Monaco (+ 0,1), Portugal (+ 0,01).
• Ralentissement de l’accroissement : Luxembourg (- 0,08), Norvège (- 0,07), Autriche (- 0,04), Ile de Man (- 0,03), Jersey (- 0,03), Espagne (- 0,02), San Marin (- 0,02), Belgique (- 0,02), Islande (- 0,02), Italie (- 0,02), Suède (- 0,01), Finlande (- 0,01).
• Statut quo : Liechtenstein, Suisse, Irlande, Royaume-Uni, Grèce, Guernesey, Danemark, Malte, Pays-Bas, Russie, Allemagne, Hongrie, France, Bélarus, Slovénie, Slovaquie, Azerbaïdjan, Iles Féroé, Serbie, Ukraine, Andorre, Roumanie, Bulgarie, Pologne, Bosnie-Herzégovine, Macédoine, Estonie, Albanie, Gibraltar, Arménie, Groënland.
• Ralentissement de la diminution : Géorgie (- 0,06), Croatie (- 0,02), Lettonie (- 0,01), Lituanie (- 0,01), Moldavie (- 0,01).

Cela signifie qu’il y a un tassement de l’immigration dans les pays les plus populaires et un ralentissement de l’émigration dans les pays que l’on quitte. Doucement, trop doucement même, nous assistons à un phénomène d’équilibrage.
