Le trou de la Sécu ne fait que croître, non seulement à cause de la masse de « migrants », « réfugiés », vrais clandestins, venant en France bénéficier des prestations sociales françaises mais également par le biais de fraudes savamment orchestrées par des étrangers connaissant le système.
Charles Prats, ex-magistrat de la Délégation de la lutte contre la Fraude, en parle sur LCI face à un journaliste éberlué.
Interrogé en commission d’enquête parlementaire sur la fraude aux prestations sociales, le magistrat avait déjà évoqué en mars dernier de nouveaux documents officiels et s’était montré plus alarmiste que jamais. Il avait estimé une perte potentielle de l’ordre de 30 milliards d’euros, bien loin des estimations de la Sécurité sociale, qui chiffre la fraude à quelques centaines de millions d’euros au maximum. En effet, si l’administration concernée disait recenser 12.392.865 personnes nés à l’étranger « disposant d’un droit ouvert à recevoir au moins une prestation sociale » selon l’Insee, expliquait Prats, il n’existe que 8,2 millions de personnes, immigrées ou non, nés à l’étranger en France. Ce qui ferait 42% des bénéficiaires d’allocations familiales qui seraient nés à l’étranger, ou encore un cinquième des retraités en France qui seraient nés à l’étranger… Des chiffres incohérents, selon le magistrat, sauf à imaginer des compte de sécu surnuméraires, support d’une fraude de grande échelle.
Sur le plateau de LCI, le magistrat revient sur ces fraudes sociales exemple à l’appui : celui d’un « fondateur de Daech en Syrie en 2013, belge, qui est venu s’inscrire avec des faux papiers la Sécu pour toucher des prestations sociales et c’est passé comme une lettre à la poste ».
