L’index 2018 sur la liberté économique publiée par Héritage n’est toujours pas flatteur pour la France. Avec un taux de fardeau fiscal (tax burden en VO) de 47.3, la France est uniquement dépassée par le Tchad, la Belgique, la Suède, le Danemark et bien sûr hors-concours, la Corée du Nord avec un indice 0. A l’autre extrémité, plusieurs pays dépassent les 99 en indice : Bahreïn (99.9), l’Arabie Saoudite (99.7) et le Qatar (99.6), les Emirats Arabes Unis étant à 90.4, la Russie à 85.8, le Nigeria à 84.4, l’Indonésie à 83.7, l’Inde à 79.4, le Canada à 76.7, le Mexique à 75.7, la Turquie à 74.7, le Brésil à 70.6, la Chine à 70.4, le Japon à 67.4, le Royaume-Uni à 65.2, les Etats-Unis à 65.1, l’Australie à 63, l’Allemagne à 61.3 et l’Italie à 55.2.
Sur le plan de la liberté économique, la France est 71e mondial, pays considéré comme « modérément libre ». 6 pays sont considérés comme « libres » (indice total supérieur à 80) : Hong-Kong, Singapour, Nouvelle-Zélande, Suisse, Australie, Irlande.
En « pratiquement libres » (supérieur à 70), 28 pays : Estonie, Royaume-Uni, Canada, Emirats Arabes Unis, Islande, Danemark, Taïwan, Luxembourg, Suède, Géorgie, Pays-Bas, Etats-Unis, Lituanie, Chili, Ile Maurice, Malaisie, Norvège, Tchéquie, Allemagne, Finlande, Corée du Sud, Lettonie, Qatar, Japon, Israël, Autriche, Macédoine, Macao.

Les atouts de la France sont le respect des droits de propriétés, la liberté des affaires, la liberté monétaire et celle du commerce. Ses points faibles : le fardeau fiscal, les dépenses gouvernementales, et la liberté du travail.
