Le 14 mars, la presse espagnole révélait qu’un important réseau international de recrutement de jihadistes sévissant dans le pays venait de tomber. La tête en était un espagnol résident dans l’enclave de Melilla. Selon le Ministre de l’intérieur, c’est « la cellule internationale la plus active et la plus importante de toute l’Espagne et une des plus actives et importante de toute l’Europe. »
En réalité ce sont les forces de sécurité marocaines qui ont débusqué le principal animateur du réseau Mustapha Maya Amaya ; ensuite en suivant la piste, trois personnes ont été arrêtées au Maroc, trois à Melilla et une à Malaga. Selon la police espagnole, certains d’entre eux étaient revenus chez eux après s’être engagés en Syrie.
Amaya de son côté recrutait par Internet. Il sélectionnait et envoyait les volontaires via des réseaux de passeurs. Ce personnage était d’origine belge bien que de nationalité espagnole. Il était très connu dans tous les milieux terroristes européens. Pour recruter, c’est toute une série de ramifications qu’il avait organisées vers le Maroc, la Belgique, la France, la Tunisie, la Turquie, la Lybie, le Mali, l’Indonésie et la Syrie. Il était lui-même en relation avec les réseaux Al Qaeda du Liban, de l’Irak et du Maghreb.
Les terroristes arrêtés étaient presque tous des dirigeants qui avaient participé directement à des attentats et à des exécutions publiques. Mais beaucoup étaient morts parmi ceux qui avaient été envoyés dans divers sites de guerre au travers des réseaux.
Les recherches de la police avaient commencé en 2010. Des jihadistes venus de France avaient été repérés autour de la maison de Mustapha Maya. Il s’agit notamment de Français comme Paul Cadic et Farik Cheikh qui voulaient partir en Syrie.
A la fin février une autre cellule jihadiste avait été démantelée dans six villes marocaines. Elle avait été montée par un espagnol chrétien converti à l’islam ; il avait acquis une forte expérience dans l’armée espagnole. C’était un homme redoutable car il avait fait partie du contingent combattant en Irak avec les Américains.
