Le jeudi 4 avril 2019, s’est tenue une élection législative partielle dans la circonscription de Newport-West (Pays de Galles), élection particulièrement suivie au moment où de très nombreux rebondissements dans la recherche d’un accord pour le Brexit ont lieu.
Rappelons ici que les législatives se déroulent au Royaume-Uni au scrutin uninominal majoritaire à un seul tour, ce qui signifie qu’il y a un seul élu par circonscription et que c’est le candidat qui arrive en tête qui est élu, même s’il n’atteint pas les 50%.
Cette élection fait suite au décès de Paul FLYNN (travailliste) le 17 février 2019. Le vainqueur de cette partielle (Ruth JONES) est du même parti, mais elle subit un fort recul de 12,7 points (39,6% des suffrages exprimés contre 52,3% en 2017). Ce n’est guère mieux pour Matthew EVANS (parti conservateur) qui, avec 31,3%, perd 8 points par rapport à la candidate du même parti (Angela-Jones EVANS) en 2017 (39,3%).
Le candidat arrivé 3e, Neil HAMILTON (UKIP, parti dont l’objectif est le Brexit) a obtenu 8,6% contre 2,5% seulement pour Stan Edwards, du même parti, en 2017.
Le candidat du Plaid Cymru (parti autonomiste gallois) obtient 5,0% (+2,5), le libéral-démocrate (très hostile au Brexit) 4,6% (+2,4) et le candidat du parti écologiste 3,9% (+2,8).
A noter le faible résultat obtenu par la candidate de Renew (3,7%), hostile au Brexit. Les 4 autres candidats obtiennent moins de 1% des exprimés.
En résumé, l’UKIP est le seul parti à avoir fortement progressé, les deux grands partis (conservateur et travailliste) reculent fortement. La petite progression du parti libéral-démocrate et le faible résultat de Renew ne compensent pas totalement la progression de l’UKIP. Ces résultats, même s’ils sont à analyser avec précaution (le taux de participation est autour de 36,5% des inscrits contre 67,5% en 2017) semble indiquer une certaine stabilité des rapports de force entre Brexiters et anti-brexiters, voire une légère progression des Brexiters.
La suite du feuilleton du Brexit dès samedi (même Hitchkock n’est peut-être jamais arrivé à un tel suspense!). Et pendant ce temps, le taux de chômage au Royaume-Uni est au plus bas niveau depuis 1975. L’incertitude n’est en général pas favorable à la bonne santé de l’économie. Mais les Britanniques, c’est bien connu, ne font presque jamais rien comme les autres.
Mais suivons leur exemple (pour une fois): vivement le Frexit!
