C’est la dernière folie du gouvernement : Emmanuelle Cosse, ministre du Logement et de l’Habitat durable, demande aux Français de participer à « l’hébergement citoyen » des nouveaux immigrés.
L’État, dans sa grande générosité, soutiendra financièrement (jusqu’à 1 500 euros par personne et par an) les associations qui organiseront un accompagnement individuel des « réfugiés » chez des particuliers qui les hébergeront.
Le communiqué ministériel stipule :
« Cet appel à projets concerne des personnes majeures, volontaires, ayant obtenu le statut de réfugié. Elles seront logées à titre gratuit, sur tout le territoire national et dans des logements comportant au moins une chambre privative. Une convention devra être signée entre le réfugié, le ménage d’accueil et l’association qui les accompagne. Les futurs hôtes s’engagent pour une durée minimum de trois mois et jusqu’à un an. »
« De leur côté, les associations sélectionnées vont identifier les réfugiés susceptibles de participer à ce dispositif, recenser les propositions d’accueil, procéder à la mise en relation et assurer le suivi social des personnes hébergées. Pour que ce dispositif soit une pleine réussite, les associations seront particulièrement vigilantes sur les conditions matérielles de l’hébergement. Elles auront également la charge de bien informer les hôtes et les réfugiés ainsi que de préparer la rencontre (sensibilisation à la médiation interculturelle, échanges…) »
Les associations devront s’engager à accompagner au moins 50 réfugiés.
« L’hébergement chez les particuliers est une opportunité pour les réfugiés qui ne peuvent ou ne souhaitent pas tout de suite avoir accès à un logement pérenne. (…) Cette expérience et ce temps d’échange particulier sont riches dans la démarche d’intégration des réfugiés », ajoute encore le ministère.
Le communiqué ministériel ne donne par contre aucune indication de l’application par les membres du gouvernement de cette nouvelle idée. Combien d’immigrés vont-ils être logés à l’Elysée ? Et à Matignon ? Combien chez Emmanuelle Cosse ?
Le communiqué ministériel ne dit rien non plus de ce qu’a prévu Emmanuelle Cosse et le gouvernement pour les Français de souche sans logement. La préférence étrangère est bien de mise chez ceux qui nous gouvernent.
