Saint-Bris-le-Vineux, petite commune d’un millier d’habitants dans l’Yonne, va retourner aux urnes les 6 et 13 mars prochains. C’est une conséquence inattendue de l’invasion migratoire.
En effet, 4 conseillers municipaux en désaccord avec le maire de la commune, Rachelle Leblond, favorable à l’accueil d’immigrés dans un centre de vacances, ont démissionné.
Or, une première vague de démissions avait déjà concerné la commune. Avec à peine 9 conseillers municipaux sur 15, la commune doit donc organiser des élections.
Le code électoral prévoit en pareil cas, dans son article L258 : « Lorsque le conseil municipal a perdu, par l’effet des vacances survenues, le tiers de ses membres, il est, dans le délai de trois mois à dater de la dernière vacance, procédé à des élections complémentaires. » (Ordonnance n°2003-1165 du 8 décembre 2003 – art. 25 JORF 9 décembre 2003)
Les élus démissionnaires n’ont pas apprécié l’arrivée de 51 demandeurs d’asile en fin d’année 2015. Cela s’est fait sans concertation avec les élus municipaux. Le maire de Saint-Bris-le-Vineux s’est tout simplement entendu avec son homologue de Montreuil, en Seine-Saint-Denis.
Car Montreuil est propriétaire de la « Colonie du Bourg », un centre de vacances situé sur le territoire de Saint-Bris-le-Vineux. Patrick Bessac, maire de Montreuil, s’était dit « fier » d’accueillir des demandeurs d’asile… sur le territoire de Saint-Bris-le-Vineux !
Pour l’anecdote, sur les 51 demandeurs d’asile arrivés à Saint-Bris-le-Vineux, il n’en reste plus que 4. Les 47 autres se sont évaporés dans la nature car leur véritable souhait est de partir en Angleterre. Mais le 27 janvier, une vingtaine de nouveaux immigrés ont été envoyés à Saint-Bris-le-Vineux.
