A priori, tout les sépare.

 

Elena Mizoulina est membre du présidium du conseil central du parti  « Russie Juste », siège à la Douma et y préside la commission en charge des questions liées à la famille, aux femmes et aux enfants. Elle est à l’origine de la rédaction du rapport intitulé « Conception de la politique familiale d’Etat à l’horizon 2025 ».

 

Ce programme gouvernemental affirme que « la famille traditionnelle est la base de la souveraineté d’une nation ». Les auteurs de ce document gouvernemental estiment que la famille est « l’union d’un homme et d’une femme, enregistrée par l’État ou par les institutions religieuses ». Le document précise qu’une « famille idéale » abrite plusieurs générations sous le même toit. Le document prévoit également « plusieurs enfants » dans la famille – idéalement, au moins trois. Les députés qui ont rédigé ce rapport fixent pour objectif de surmonter la crise démographique et misent notamment sur les familles nombreuses considérées comme les « familles les plus solides ». Le document propose d’égaliser mariage religieux et mariage civil. – Selon de nombreux députés, la société russe a actuellement tendance à préférer le mariage religieux au mariage civil. Le mariage religieux, pour l’heure, n’est pas reconnu par l’État russe. –  Par ailleurs, afin de réduire le nombre de divorces (il concerne un mariage sur deux en Russie, selon ce rapport), le texte prévoit d’établir une « taxe » en cas de dissolution du mariage, dont s’acquitteront les deux époux. L’argent récolté sera notamment affecté à un Fonds des pensions alimentaires qui soutiendra les familles en difficulté. Les hommes divorcés qui ne s’acquittent pas de leur pension alimentaire se verront interdire de quitter le pays ou d’effectuer des achats importants.

 

Bref un programme aux antipodes de la politique menée par François Hollande et du pitoyable « Programme d’actions gouvernemental contre les violences et les discriminations commises à raison de l’orientation sexuelle ou de l’identité de genre » publié par le cabinet de Jean-Marc Ayrault.

 

Pourtant, Elena Mizoulina et François Hollande ont un point commun que peu d’observateurs politiques ont pris la peine de souligner. Ils appartiennent tous les deux à un parti membre de l’Internationale socialiste (dont Ségolène Royal est vice-présidente). Ah, si ces deux-là pouvaient se rencontrer et si Elena pouvait convaincre François que la famille est le socle d’un pays ! On peut toujours rêver…
