Kurt Münger, chef de la communication à l’Office fédéral de la protection de la population (OFPP), a confirmé qu’une nouvelle ordonnance va permettre à la Confédération helvétique de réquisitionner des abris de la protection civile pour l’hébergement de demandeurs d’asile.
L’ordonnance se réfère à l’article 32 de la loi sur la protection de la population et sur la protection civile (LPPCi). La Confédération ainsi que les cantons vont ainsi obtenir le droit d’obliger les propriétaires d’abris de la protection civile à les mettre à disposition pour l’hébergement de demandeurs d’asile.
Leurs propriétaires sont en général les communes. L’ordonnance ne dit rien de ce qui arrivera si une catastrophe frappe la Suisse et nécessite l’utilisation de tels abris pour sa population alors qu’ils seront déjà occupés par des immigrés…
Selon les derniers chiffres disponibles, de janvier à novembre 2015, la Suisse a enregistré 34.653 demandes d’asile et le nombre augmente chaque mois.
